The reason why kindergartens have a 30-60 minute nap time and Elementary schools have a 25-30 minute recess every day in this reality is both to not just help kids "regroup" mentally with physical activity after a long day of class, but also to allow teachers and faculty to blow off some sexual steam since sexual activity is forbidden during regular school hours.

So while the kids are either inside resting or outside having fun, the adults are inside having fun as well, usually in the form of a giant orgy in the break room.

Obviously, to ensure the safety of the students, their are adult faculty members whose job it is to fuck beforehand so they can keep an eye on the kids. If they do engage with each other, it's required to be the normal "free-use" kind while the rest of the staff are allowed to be as loud & carnal as they want. And if something has that requires immediate intervention, the man is required by law to zip up as quickly as possible cause while public female nudity is normal, male public nudity or idle exposure - especially around youth - is still considered obscene.

The same is true for student lunchtime in higher grades.
