Use the Rulebook to apprehend him

With barely a thought, you pull out the book and turn to the page for your college.

New Rule: Automated net catchers have been secretly fitted to stop dangerous running in the quads.

You stroll down the stairs to find some understandably dumbfounded students staring at a man writhing on the floor, tangled hopelessly in a weighted net shot from a concealed cannon. The porters, automatically notified by the triggering of the security device, turn up and after you tell your tale, they decide to hold on to him for a while. Apparently, adding the rule to the Rulebook also took care of any legal problems that might arise from netting visitors to the college. You leave for your lunch meeting, but just before you arrive, you get a text saying the man has been arrested for carrying lockpicks illegally. You wonder what he was after and you may never know, but it appears you've foiled a nefarious crime—and there you were, thinking the Rulebook was only good for making your fantasies come true.
