Some more rules

With that resounding success you decide to spend a few minutes thinking about what you can do with the rulebook to make the world a nicer place (at least for you!). The groping is nice, so you decide to leave it in place - for the time being at least, but it was a spur of the moment decision designed to be obvious. You are sure you can be more creative than that.

First things first though you decide to protect the rule book:

Old Rule: Ownership of the rule book cannot change without the explicit intent of the current owner. Nobody pays any attention to the rule book except the owner and anyone the owner specifically wants.

Now though its time to get creative, and give some loving to that nudity fetish of yours, so in the section for the whole world you write:

Old rule: Humans do not need to wear clothes for warmth unless the temperature is below freezing.
Old rule: About a third of the population prefer to be naked, topless or bottomless when they can be. About a third of the population hate not being fully dressed.

New rule: All clothing restrictions are abolished and nudity and partial nudity are legal everywhere at all times. A person in a position of authority over someone else can choose what clothing that person is allowed or not allowed to wear as long as this does not harm them (e.g. a boss can require employees to be naked at work when they don't require protective equipment to do their job, a teacher can require a student to be topless in class).
