Rules about humiliation and outfits

You think back to the attitude you saw girls take throughout campus, and in the coffee shop. While they found spankings painful, they weren't embarrassed by them, since they saw them as just part of life. And you are not certain how appropriate the outfits are either, although you can appreciate the easy access. So you write a few roles to correct that.

Old Rule: Girls find spankings, sex, and all related things extremely embarrassing.

Old Rule: Not wearing underwear is a common reason for spankings.

New Rule: Most female uniforms are designed with spanking access, sex appeal, and providing a certain amount of discomfort as their priorities

New Rule: Punishment outfits can easily be purchased, which are designed to be extremely painful, embarrassing, and spankable.

You glance around the room, and see that the outfits of many professors and the hostess have changed. The hostess is wearing a sleek black catsuit, tight enough you can see her nipples and the lines of her panties. She is fidgeting, wiggling her legs, as though something is itching but she dares not scratch. Her cheeks flush as she glances over and sees you watching her. The letrice is also wearing a new outfit, although her's is actually nothing but underwear, consisting of a top which just barely covers her nipples and a pair of very full green panties. You lean forwards, and realize they seem to made of nettles. No wonder she isn't sitting...Her face is also bright crimson, and you can see faint tears in the corner of her eyes.

You decide to add some more rules.

New Rule: It is expected that women with a man in their life allow that man to select her outfits. Women without are expected to rely on the internet or some sort of random system. All outfits produced by this will be very sexy, but also frequently painful, embarassing, revealing, and spankable.

Old Rule: The more revealing an outfit, the more likely a woman is spanked for it.
