Who Found The Rulebook?

Finished unpacking, he sat down slowly on the overly soft hotel bed. Stretching slightly, he looked around the room. Sitting on the table beside the bed was a book. It almost seemed like it had appeared out of nowhere. He stood slowly and walked over to it. It appeared to be a notebook. Flipping it open to the first page, he noticed a total lack of anything except one small note.

The world is built on rules. Institutions, organizations, even individuals all follow certain rules. What if you could write those rules? What if you could decide what rules affect the world? Any rule you write here will be true and valid. Old rules have always been true. They just simply exist. In fact reality will alter to make them true. New rules become true when you finish writing them. People will follow them but will still react to them with fear, shyness, happiness, etc. Finally, remember to write the rules in pencil. You wouldn't want to end up regretting any rules you make, now would you?

Flipping to the first blank page, he wrote "Old rule: This book is purple."

"It's not as if this really works," he thought as he laughed softly to himself. However, he stopped laughing as he looked back down at the rulebook. It had turned purple. He had the sneaking suspicion that had anyone else seen it they would believe it had always been purple. Shaking slightly, he erased the rule. He wanted to make sure, if this was really as powerful as he thought it might be, that no one could ever take the power from him or use it against him. He had read enough stories about this kind of power to know those were very real dangers. Grabbing a pen, he began to write some new rules on a piece of paper. Scribbling some out that he thought would be a bit too **** and editing still others when they were worded poorly. Once he was satisfied with all of the rules, ALex began to write them carefully into the notebook in pen.

Old Rule: No one other than the current owner can write in the rulebook. The Owner of the rulebook is currently the Alexander Anderson who is currently writing these rules.

Old Rule: No one other than The Owner is able to even see the rulebook.

Old Rule: Wherever the rulebook is, it will always return to The Owner when The Owner summons the rulebook.

New Rule: The term "summons the rulebook" is defined as saying, thinking, or writing "rulebook" when the rulebook is not currently in contact with The Owner's body or within reach of The Owner.

Old Rule: Only The Owner is able to transfer ownership to another person and only for as long The Owner chooses to do so.

Old Rule: When the current owner dies or passes the rulebook permanently to a new owner, all rules written by the old owner are either reset or made permanent as decided by the old owner.

Old Rule: Only the current owner may decide what happens to the rulebook upon their ****.

New Rule: The rulebook fits inside a kangaroo style pocket in The Owner's hip. The pocket is always accessible regardless of what might be covering it.

New Rule: If The Owner writes "Add to rulebook" next to a sentence on any surface other than the pages of the rulebook, that sentence will be added to the rulebook as a new rule.

New Rule: If The Owner writes "Append to rulebook" next to a sentence written on any surface other than the pages of the rulebook, that sentence will be added to the rulebook as an old rule.

Old Rule: The Owner always has something to write rules in the rulebook with.

Satisfied that he had secured the rulebook, Alex turned his thoughts to what he should do next. He could add more rules. He could go down and wonder the convention for a bit. He could put on his fursuit and wonder the convention for a bit. He could take a nap. He could go to a panel, either in his fursuit or not.
