A mind wiping device was invented with the sole purpose of sowing chaos. Originally developed and tested by terrorists, it was designed to blast a subject's brain with radio waves to put them into a hypnosis induced catatonia, which completely pacifies them and making them fully susceptible to commands. Before long, the technology was disseminated into the deep web, and a whole host of sinister elements began utilizing it for their own ends.
