Mackenzie decides to just watch and enjoy

Mackenzie opened her mouth, then closed it. Technically, her responsibility as a lifeguard was really just to keep people from drowning. There was nothing in the job description about helping cute young women get their swimsuits back. And the girl was awfully cute...she would probably be even cuter if she was naked and panicking in front of a whole crowd of people.

Folding her arms under her breasts but otherwise unmoving, Mackenzie grinned, eager to see what would happen next.

"Last chance, Angie!" sang the girl holding the top. "Are you going to come out, or are we going to have to come in there and get you? If that happens, I can't guarantee that your bottoms will make it out with you!"

The threat seemed to work. "Okay!" said Angie, red-faced. "I'm...I'm coming out!"

Keeping one arm clamped firmly over her breasts as best she could, Angie gripped the grab rail with her other hand and slowly hauled herself out of the water. She was met with a chorus of cheers as she straightened up, dripping wet and topless, moisture shining on her mostly-bare body. "You win, okay Sarah?" she said to her friend with a slight tremor in her voice. "You got me. Very funny."

"Yeah, I did get you pretty good, didn't I?" said Sarah, looking her up and down. "I guess you probably want your top back now, huh? That was pretty funny."

Nodding furiously, Angie stretched out a hand for it. Mackenzie noticed with appreciation that one arm wasn't exactly adequate for fully covering her bare breasts.

Something seemed to occur to Sarah. "But you know what would be even funnier?"

Angie barely had time to register dread before Sarah ripped off her bikini bottoms. Angie shrieked, and for a moment her entire nude body was on display for the crowd of spectators as she forgot to cover herself. Recoiling, she tried to cover her breasts with one arm and her crotch with her other hand, but the crowd was encircling her now and her round bottom was fully exposed.

Mackenzie had her hands clapped over her mouth, her eyes glittering with glee. And to think she had thought this job would be boring. It wasn't every day that she saw someone get stripped totally naked in public - and best of all, it wasn't her this time.
