In the near future opportunities have outstripped human resources as universal education uses AI to tailor itself to individual student needs, and identifies every nuance of citizens's talents and interests to help them find purpose in life that leaves them fulfilled, and lets them contribute to society. Those who cannot be satisfied, who risk it all or fail against the odds, are assigned a Life Plan. To correct their risky behavior their life is put into someone else's hands, given an editable plan to make them operate at their full potential. A minor surgery implants a behavior-modification chip that makes it so to them, these dropouts of society, their Life Plan becomes their guiding purpose. And therefore the holder of their Life Plan becomes their personal ruler. It is the only humane solution.
