To correct their risky behavior their life is put into someone else's hands, given an editable plan to make them operate at their full potential. A minor surgery implants a behavior-modification chip that makes it so to them, these dropouts of society, their Life Plan becomes their guiding purpose. And therefore the holder of their Life Plan becomes their personal ruler. It is the only humane solution.
