In essence, Vault-Tec's leadership drank way-the-hell-too-much of their own philosophical Kool-Aid about how the financially successful members of society have proven themselves superior by their very capitalist success, and therefore "the poors", would die of stupidity without the support and guidance of the social elite. Yeah, the only idiots in that situation were the employees of Vault-Tec.
