In an alternate universe, much like our own, a genetic defect targeting the Y chromosome of straight men has afflicted society. This defect makes men incapable of reaching orgasm through self stimulation. Were that the only symptom, it would be a pain to society, but it wasn't society ending. Men must also orgasm on average 4 times per day or they suffer debilitating health problems, including if left alone. Some require more, some require a bit less, but it is never safe to go less than 2 per day. Naturally, this lead to drastic changes to the world. An international humanitarian organization dubbed Service Women of Humanity (SWH) was founded to ensure that no man must suffer the ill affects of this condition.

Strictly a voluntary organization, members of the SWH adhere to a few strict rules in the pursuit of ensuring every man has somewhere to cum:

• A service woman, at all times, is assumed to have given implicit consent to all sexual acts unless certain conditions are met, including, but not limited to: Undergoing Medical treatment, operating potentially dangerous machinery, or anything else that may put her or others in danger.
• A service woman, when in public, must have her identification badge affixed to her person at all times. The badge must be attached via piercing of the nipple or clitoral hood.
• A service women, when in use, must always provide the best service she is capable of with a smile, unless the man requests otherwise.

While not standard regulation, many regional departments have also adopted some additional rules for their women:

• All women must have a QR code tattooed on their breast and buttocks. This QR code is used to keep track of a woman's usage. A woman must always have these codes visible and scannable when in public. Falsifying these records is a crime.
• Women can additionally volunteer their residence as a public utility, allowing men free access the them when they are at home. These homes are listed on a public website. Rules applying when in public thus apply at home as well.

Service women and their users are also exempt from public nudity and sex laws. Given all of these facts and their devotion to the cause, the public has lovingly dubbed these women "Cum Dumps". Most accept this title with honor.
