The 2020's saw much of the world collapse in on itself, most of the misfortune landing at the feet of the globe's poorest areas. weather battered Latin America: earthquakes shook the Andes, cyclones battered the Caribbean, drought and heat devastated central America, and crop failures hit South America. In the Middle East it was war: fighting between Iran and Iraq reignited, which dragged the gulf states into fresh conflict, fighting intensified in Israel-Palestine, and civil wars continued to rage throughout the region. Asia fared little better, the East devastated by typhoons and tsunamis, and the South torn apart by Indo-Pakistani war which spilled over the entire South of the continent. Eastern Europe suffered terrible harvest failures and record cold.

Lady luck always knows how to kick a man when he's down, the poor and developing nations hit unable to fund recovery. The US and Canada, Australia and New Zealand, and Western Europe however fared much better, America in particular growing rapidly. The states discovered massive oil reserves, sold arms to the many warring states, and exploited the influx of cheap, willing foreign labour, allowing unprecedented growth for the country.

America beefed up their security and closed the borders, periodically allowing in skilled workers and cheap labourers when needed, but otherwise denying all other applications. This isolationist stance began to soften over time however, as politicians realised the US could exploit the masses to enter and live in America.

Men were already being admitted when the country required cheap, skilled labourers, but a proposal detailing how America could benefit from selectively letting in foreign women picked up momentum. Such women, selected for their looks, could earn their citizenship through public service, namely serving American households and the American public for a set period of time, before being granted citizenship. These women would be shipped in and would effectively have to fuck their way to a citizenship.

The plan flew through congress and the senate, and was trialled throughout the country. Women would serve in one of three ways: one, they would serve at one of the 'public service stations' that were spread across the country, two, they would be given to a US household (initially just for ICE employees), or three, they would do 'mobile service', where they'd be ferried around from office to office, college to college, public place to public place, to serve anyone at each location who wanted it.

The scheme was incredibly popular at both ends. People demanded more and more women be let in, and as time passed, the US was swamped with applications. In response, the US increased the time spent in public service from 6 months, to 12 months, to 2 years. As the scheme was widened, lucky random households were given servants, every town had multiple service stations, and 'mobile service' became increasingly available.

You, Jack Smith, worked at ICE, as Chief Admissions Officer for the San Francisco branch. That meant you were in charge of who was admitted for the San Francisco bay area, although your branch also sent women across the country to areas which didn't have ICE offices. The admissions officers who worked beneath you would review applications, filter out the undesirable candidates, then bring in the possible admissions for interview. Candidates were flown in from across the world in batches, but as California bordered Mexico, you received massive numbers of individual arrivals from across Latin America. The officers would then make a decision on admission, then a recommendation on where and how they'd do their service, and in some cases, for how long. Some girls would receive shorter offers as they were judged to offer more to the community, such as doctors or academics, and a few would receive longer offers at the discretion of the CAO where they applied.

You had the power to veto any decisions, and made the final judgement on all cases, although you generally followed your officers recommendations. If a woman was denied entry via the public service program, they were permanently banned from entry to the US, and if they had travelled here to interview, they were deported back home immediately.
