Due to an increase in crime, juvenille wrong doings, sexual harrassment, out of control children, and acts of public indencency the government has decided to do something about it. Starting a correctional program called The Naked Adults, Kids, and Exhibitionists Deterrent Program (or The N.A.K.E.D. Program as most people call it) the government decided to give the police and parents the right to punish the general public, children, and teenagers by taking away their right to wear clothing and have privacy and refuse the orders of the more fortunate clothed members of the general public.
