Resource management is the passive function that allows for intelligent use of the available resources by using lower-quality materials in order to spare more advanced ones. By creating lower rank facilities utilising the lowest rank materials will allow to save higher rank ones during the upgrade process

A bit dubious about the explanation you ask for clarifications without thinking, “How much of an area can the spatial dissonance affect exactly?”

Spatial dissonance is in effect in the whole domain. If the borders are enclosed fully, the effect is applicable to its entirety.
