Will she risk it?

Yes

Julie hesitated for a moment. She had already been seen, so maybe a few more people wouldn't hurt. At least she'd get a towel out of it. She waited for a good opportunity, but it quickly became apparent these people were not going anywhere soon. She laid her eyes on a set of towels that seemed unattended. There were four in a row, draped over the lounge chairs without anyone looking after them. Maybe they were simply there to reserve the seats.

She was still quite far, so when she went for it she really had to commit to a being seen. If she was quick, she might get out before anyone can stop her, but it would look kind of suspicious. If she acted casual, she could take one without looking like she was stealing but of course there was more time for people to notice her.

There were a couple of people in the pool that seemed pretty occupied, and the other people in the lounge chairs were either on their phones or reading a book.

How will she approach this?
