Bell has the Rival Hinderance, so we need to determine who her Rival is? For some inspiration I'll use the old reliable One-Page-Solo Engine.

Ok, so our NPC is a "Lord" of some kind. Fitting considering we are in the Kalos Region (aka Pokémon France). So we have somebody descended from the Nobility.

His Goal is to find something physical. Considering his whole thing is being Bell's Rival, his goal is to find Bell.

Unexpected Age, I'll have this be him being older. The unsavory(physical) being that he is a creepy older man. A creepy perverted old man. Not ugly, but creepy.

He will have a (starting) attitude of average towards Bell, neither disliking her but he doesn't really like her yet. This can obviously change.

Conversation will be about something physical. I mean this is just too easy...

We have a creepy older man who is chasing down Bell because he wants to marry her. Noble blood lines and all that.

This means (or at least implies) that Bell would also be of Noble decent! I don't want to establish much more right now, but this is a plot point that can go places.

I think I'll name him Louis.

Just imagine that he is riding a Galarian Ponyta.
