Toga's New Home

Toga returned to her abandoned house and smiled as she picked the rulebook back up. This small book was going to change her life, she just knew it. She took the book with her and went to get dinner.

She found Kaniyashiki’s home and knocked on the door. The door opened and Himiko pouted as she saw the new outfit that Kaniyashiki was wearing. She was wearing a dark blue undershirt that hid her breasts, a pair of black leggings and a pair of teal booty shorts. Of course, Toga couldn't even see Kaniyashiki's butt in those shorts because she was wearing a magenta trenchcoat.

"That's not a Police Uniform," Toga whined.

"I know, it's what I like to wear when I'm at home, got a problem with it?" she teased as she let Toga in.

"I want you to change into your uniform!" Toga commanded with a pout.

"Sorry, but I'm not on duty," Kaniyashiki teased and walked over to the kitchen where their dinner was ready. Toga groaned, but at least she learned something useful. Her rule only applies to cops when they're on duty, and she'd have to worry about exceptions if she was going to use it effectively moving on.

"So, what's for dinner anyway?" Toga asked, licking her lips as she sat down at the dining room table, placing the rulebook next to her on the floor.

"Kani-suki!" Kaniyashiki replied as she came out with the hotpot.

"Heh, very on brand for you," Toga teased.

"Eat up, because we have some things to discuss," Kaniyashiki stated, ignoring the teasing as she sat down.

Toga poured herself a bowl and smiled at it hungrily. "Itadakkimasu!" she called happily before digging into the meal.

Kaniyashiki let Himiko eat in peace for a few minutes as she ate as well before getting into the serious business. "So... I took the liberty of looking into your record, having met you in person and wondering why we had to obey you while we were on duty," she said calmly. It was a calmness that made Toga flinch. She ate slowly, nervous that she was about to be in trouble. "You're a runaway, because your fascination with blood caused you to stab a classmate of yours..."

Toga looked like she was about to cry, was this woman about to call her a freak all because of something she couldn't control. She felt her heart thumping, she reached for the book and prepared to write a new rule to escape.

"Do you think you'd be fine if I could get you some blood? Without hurting people I mean." Kaniyashiki asked, causing Toga to stop in her tracks.

"You'd get blood... for me?" Toga asked. She still looked like she was about to cry, but now her tears were no logner pained.

"On the condition that you stop trying to stab random people on the street for their blood," Kaniyashiki reiterated with a nod.

"I... I can try my best!" Toga replied with a smile, which Kaniyashiki figured was probably the best she was going to get for the moment.

"Very well. Now, about your home, where have you been staying so far?"

"Ummm, this old creaky apartment building thing... why do you ask?"

"Well, I know your parents didn't seem to be the best based on interviews they've held with my colleagues, so... how would you feel about staying with me? You could be like my daughter, or younger sister?"

"I really like that idea, nee-chan!" Toga smiled before frowning for a moment, "If we're sisters does that mean I don't get any benefits with you in bed?"

"I think we can both make that sacrifice, besides, I'm sure you'll find someone else."

"If you want, I could just get rid of the taboo on ****," Toga giggled.

"Huh?" Kaniyashiki asked as Toga pulled out the rulebook.

"Since you're my big sister now, I can show you my secret rulebook! It lets me make new rules for the world whenever I want!" Toga flipped to the page where she made the rules to the police officers to show her. Kaniyashiki looked over the rules for a moment before turning around and flicking Toga in the forehead. "Owwie! What was that for, nee-chan?"

"For being the pervert that decided that I have to wear a miniskirt and crop top at work!" Kaniyashiki replied and stuck out her tongue. "Hmmm, since I'm your sister now, can you please make an exception to the have your way with cops rule?"

"Fine, here you go."

New Rule: Toga Himiko is allowed to have her way with any cop she wants. Kaniyashiki Monika is an exception to this rule.

"Party pooper," Toga stated with a sigh.
