“So, what exactly was your original plan with this book?” Kaniyashiki asked as she realized there really weren’t any rules written in it yet.

“Dunno, I sorta just got this thing. Maybe make this country a better place?” Toga replied with a shrug.

“These rules make it seem like you wanted to be able to commit crimes easier,” Kaniyashiki deadpanned.

“I mean, it became a better place for me!” Toga smiled cheerfully.

Kaniyashiki flicked Toga in the forehead once again. “Bad!”

"Owie! No fair!" Toga complained.

"You realize you could actually make the world a better place if you used it responsibly, right?" Kaniyashiki pouted as she opened the book again.

"How?" Toga asked confused.

"Well for starters, you can become anything you want thanks to this thing, you don't have to be a criminal."

"What, like become a police officer like you?

"Well, you could, but maybe you could be better as a hero? Since you have experience as a villain of sorts."

"A hero? Well..." Toga took the rulebook and began writing.

UA University

New Rule: UA will accept Toga Himiko into Class 1-A.

"There we go!" Toga smiled confidently as she looked back up at Kaniyashiki.

Kaniyashiki flicked Toga in the forehead once again. “Bad!”

"Owie! What did I do wrong? You said be a hero!" Toga whined.

"Yes, but not like that! You just stole the position from someone else who probably could have also been a good hero!" Kaniyashiki stated with a frown.

"Fine, fine, how would you do it?"

"Hmmm, give me the book, I wanna try something."

New Rule: UA will provide an extra student to Class 1-A and Class 1-B this year. The 1-A slot will be filled by Toga Himiko, while the 1-B slot will be filled by the student who came in 41st place in the entrance exam.

"There we go, now you didn't steal the position, and you get to give another student the chance to become a hero!" Kaniyashiki smiled and handed the book back to Toga.

"Oh... I guess that can work. So, I guess now I get to relax until April?" Toga asked excitedly.

"No, you get to train your body with me!"

"What? Booo!" Toga complained.

The following months leading to April were a mixture of the fun of finally having a loving family, and the pain of Kaniyashiki's brutal training regimen, although Toga couldn't deny that she liked the changes in her body. Once April arrived, Toga finally made the journey to UA university.

Toga walked along the campus until she found Heights Alliance, the dormitories that of UA that Himiko had retroactively created with the rulebook. It was one of the few changes she'd decided to make alongside giving the girls uniform a couple of tweaks to her liking. Sadly there were only so many changes Kaniyashiki allowed her to make with that book as she insisted that Toga at least experience the normal campus first. Toga got so lost in her daydreaming about the rules she wanted to make, that she didn't notice the other girl until she crashed into her.

She didn't bump into her hard, but the girl lost her footing and grabbed Toga's arm instinctively, causing the two of them to hit the floor. Well, the brunette hit the floor, Toga managed to land face first in her boobs. Then she started floating. Was this her quirk? Anti-Gravity Boobs?
