Introduction

Alright, let's get the basics down for this little world (clears throat).

So about seventy-five years ago, a group of scientists made the first superhuman... who immediately went rogue and tried to take over the planet, but since he was just fresh out the lab, he got quickly taken down by the military, as neither he nor anyone at the time really knew what he could do other than jump like the Hulk along with his strength to boot.

After that day, many laws were placed on the ability to gain powers. Which was fair; honestly, the scientist in charge thought they were either going to die, be sentenced for life, or, worst of all, have all their research destroyed before their very eyes! Luckily for them, one of the council member judges both liked comic books and had a cute grandson who enjoyed them much the same way.

So the rules that followed the passing are as follows:

Rule 1. All records of purchasing and selling powers must be detailed in full, meaning anyone and everyone who has ever bought a power has everything about them recorded down and stored away in case the government needs them.

Rule 2. Mandatory Training Academies for all those who recently got powers so as to both teach the newer generation how to use their powers (along with record if anything new or interesting happens) along with help them learn to control or at least manage the... side effects.

Rule 3. All forms of employment for those with powers must be sanctioned off by the Powers administration comity, meaning unless your boss went through the trouble of being able to hire those with powers, then you're automatically fired, and even if they do, if your new powers don't make the cut on what they signed an agreement upon, you're still fired.

Rule 4. Only those who can prove themselves to be fully functioning, law-abiding citizens, along with them must being of age (18+), can purchase the rights of power and enhance themselves beyond their years.

Rule 5. Those who have been shown to be sinners (we will get into later) MUST be watched at all times depending on the severity of their sins and only if they truly are sinners and no other (gavel bangs after saying that rule).

Rule 6. Any and all beings who break any laws, both those before and after this committee, shall be stripped of all their powers and memories and turned into working members once more, as they can no longer be trusted to be on their own any longer!

Rule 7. Only those that have been proven to be of sound mind may purchase the right of powers and no other. If the buyer is to be found to have failed a psychological evaluation test and still allowed to buy, then not only they but the station they had purchased it from will be sentenced the same as any law-breaking superpowered individuals!

There are many other rules, but those are the big ones that everyone needs to have a clear mind, heart, and unwavering determination whenever they get a power, and even then, like most things, most people can't even buy the really cool powers, and worst of all is sometimes the powers you buy after maxing their efficiency, you could be put on a list to be watched like the really dangerous people.

Most powers are set into three levels.

LEVEL 1 POWERS - Most of these powers are what you'd see anyone and everyone usually get if they take one as their the most normal powers and don't really change you that much, like Enhanced Senses can't do much even if you max it out, while Superior Body is alright at stages 1-2, but at stage 3 you become too strong for the government to ignore anymore.

LEVEL 2 POWERS - These powers NEED a license to get and will ALWAYS put you on a list if you can buy them if you weren't already. Like the power of Telekinesis, Invisibility, Bilingualism (through different levels, one can understand and possibly even write any and all languages, including animal languages?) As while they are powerful or dangerous, they aren't as powerful or dangerous as level 3.

LEVEL 3 POWERS - THESE POWERS CAN NEVER SEE THE LIGHT OF DAY UNLESS YOU ARE GIVEN THE EXPLICIT CHANCE! Or you just flat-out steal or buy them from the black market. An example of such powers are of course, Pyrokinesis and, most importantly, MIND-CONTROL! Since both of these powers can affect an entire city, let alone a nation, and even if they do try, depending on the tier of power and their own level of skill, it probably wouldn't even take them that long.

Now the terms for being classified as a sinner are people who are only affected by a singular sin. Since whenever you get a power, you lose bits of your humanity, which doesn't mean much other than something you felt before getting a power is either lost, enhanced, or changed. And the best way to explain would be for Exhibitionism as it shows the best form of them all.

Changed Example: A person could come in wearing more layers than are suited for even winter on a daily basis. But after getting a superpower, they could instead begin wearing T-shirts and shorts all over the place without really caring what others think like they had before.

Enhanced Example: This could be the changed example but in reverse order, or it could be the case of someone wearing normal clothes before and then being wearing outfits only suitable for the beach or water parks.

Lost Example: In these rare cases a person just no longer cares about what and how others see them, meaning they don't care about anyone being around as they change clothes, masturbate, fuck, or whatever; they just no longer care about being seen by others in any circumstance.

Along with those, Sinners can also be enhanced or lessened depending on the sin.

Pride - A person either becomes more prideful or loses the feeling of pride they once had in something.

Greed - Become Scrooge McDuck before or after the movie.

Wrath - How willing you become to dropkick a child or join the KKK.

Envy - The desire to kill others for what they have or give them some milk and cookies while congratulating them for such accomplishments like a sweet old grandma.

Lust - How willing anyone is to do any and all things sexual.

Gluttony - Do you want to die being fat and full, or do you want to become a runway model. Along with that is the desire to get better at anything or just let it become stale by not growing it.

Sloth - Stay in bed and rot your life away like a true NEET or become an actually useful member of society... you may or may not get hit by truck-kun in the process; results may vary.
