Does she call out to the soldiers?

She does.

Julie decides having the help of soldiers would be a great boon, so she unbolts the window, opening it up and stickling her head out. "H-Hey you! Are y-you really soldiers?" The soldiers look up, guns raised which caused Julie to yelp and hide back in through the window. The leader waved her hand for her troops to hold fire, then called back to Julie. "Yes we are Miss, I am Captain Helen Maynard, is the location you are in safe? May we take refuge with you?"

Julie peeks back out an replies. "Y-yes, it's... It's safe here, you can get in through the bottom floor, take the stairs. You'll see the safe house door on the fifth floor, right down the hall." The woman nods, directing the members of her squad forward with her hands, then looking back up at Julie. "Very well, thank you miss. We will be up in a moment, don't worry. You are safe now." Then she lifts up her gun and moves into the building with the rest of her team.

Julie immediately feels a surge of relief. Finally! Other humans! And not only that, well trained soldiers with guns who could protect her. Surely they would escort her to Harmony General, to safety! But before she could get ahead of herself, she took a deep breath to calm herself. She was not out of the woods yet. Taking a moment to compose herself, Julie then went to the safe room door. It was a large sheet of metal with a reinforced door frame, it could withstand most Pseudosect attacks, as long as nothing too big came. After several minutes of waiting she heard the faint sound of the soldiers bootsteps, then one of them came into view, gun raised like a professional. Now that they were close, she could see that they were also a woman, and their uniform was somewhat battered. She motioned with her hands, and the rest of the soldiers stepped into view. As they approached the door, Julie slowly opened the door, and when they saw her standing there they lowered their guns. Captain Maynard then stepped forward, smiling at Julie. "You did well to survive this long miss."

When Julie heard this, she felt tears well up in her eyes, and she found herself suddenly hugging Captain Maynard, crying hard as all the pent up loneliness washed away. Captain Maynard was shocked, looking back to her squad mates who shrugged, but then hugged Julie back, patting her head. "O-oh um, it's alright now miss... It's alright now..." Julie was just so relieved to have company... She could not help as she broke down in the arms of this stranger...

Julie feels so relieved now.
