How goes the talent recruitment?

Poorly at first

Alas, despite her best hopes, very few are willing to actually make the exodus all the way to Liberia, a country many believe to be a lost cause.

Being a third-world country with poorly developed amenities and a track record of warlord-fighting, not to mention a highly corrupt bureaucracy that cannot function properly under its new leaders, it fails to attract any real talent wanting to make a difference, and so most instead prefer other countries in Europe, Asia, or even Latin America.

Furthermore, despite being a proven veteran in the IDF with a network of connections, very few are willing to leave behind their lives for a poor country. Israel may be a divided country, but it was nonetheless a developed and wealthy country.

In the meantime, Abirit managed to secure for herself a position in the ruling cabinet through the help of Amos Kollie. In actuality, it was ridiculously easy; her talents were a godsend in a country with very few academically educated outside the Americo-Liberian population, and to hear her willingness to join the ruling All Wing Party was both shocking and relieving.

And so, she was quickly made Minister of National Development.

Aviel privately suspected, however, that she was also being set up as a possible scapegoat if something ever went wrong.

Since then, she has made a slow but steady gain in talented officials as her recruited allies trickled in one by one - those who could afford to make the journey before Barnabas's inevitable victory.

But her allies were far too few, and almost all of them were either foreigners or Americo-Liberian, which did little to endear her to the indigenous locals.

"Wait a minute... the app."

She quickly opened her app, checking her status.

The state of development in Liberia was certainly no surprise, but Aviel winced at the miniscule amount of support her party had, and the presidential election was due in just a year's time.

It was somewhat a pity that she didn't have any actual conversation partners outside of Wakeyo and Amos - her only remaining friends in Liberia - but for the past few weeks she was so busy finalizing preparations for her permanent stay in Liberia that she barely talked with most people outside of work.

Amos was an easily sociable guy, but also very ambitious and a businessman who loved money. Unscrupulous critics would easily decry his love for money as unscrupulous greed, but one could also say: 'If one does not treasure his money, how can he appreciate what he buys for himself or others?'

And like most people Aviel talked with, Amos was at best somewhere between business partner and somewhat good friend.

But her political power was rapidly soaring through the sky, despite her earlier setbacks, and she soon saw an interesting option just below.

_National Development:_ Liberia is a nation terminally ill from its woes, and needs a jolt to get back up on its feet.

Aviel's priorities were clear; to truly cement her political support, she needed to jumpstart Liberia's recovery from its woes, help uplift the indigenous locals from poverty and eventually integrate them into Liberian society proper as self-sufficient citizens.

The only question, however, was what to focus on.
