Diviners were way more influencial than enchanters, because of their intellectual superiority. They crafted entire political and cultural systems around their figures, and religions according to them. What became known as the Lexi Imperii was initially called Lexi Servatoris Imperii, since it was made for the first empress and a great diviner, Lexy.
