Minoru Mineta

It was a typical day for class 1-A. The students were milling into the classroom at their own pace and socializing with their classmates while waiting for the school day to start. However, there was one thing that was out of the ordinary. Mineta, the classroom pervert, wasn't being a nuisance. While the purple midget didn't constantly make an ass out of himself, it did happen with enough frequency that Mineta's "normal" behavior would weird out anyone paying attention. Luckily for the boy, no one was paying him attention, so he could stay at his desk and stare at the strange notebook he had found.

At first glance, it looked like an ordinary notebook. Though now that Mineta thought about it, it seemed oddly clean despite being found on the ground. He had assumed that someone had just dropped and forgot about it. When Mineta found it, he decided to do the nice thing and pick it up to bring it to its owner. Of course, this was due to the chance that the owner was a pretty girl who would be grateful to get her lost notebook back; not even he could think of a scenario where a girl was so happy to get a simple notepad back that she'd after a ranchy award, but maybe he could score some browny points with the girl.

When he opened the book in question, all ideas of a grateful girl went out of his head when he read the notebook's contents. This book claimed to be the "Rulebook," which dictated the kind of rules that the world ran by, and said that Mineta could make new rules if he wanted to. The revelation threw the dwarf for a loop, and he stayed that way until he found himself at his desk. Shaking his head, he reread the Rulebook's instructions and tried to rationalize what he was seeing.

'There was no way this was real,' he thought. 'This kind of thing doesn't happen in the real world. This is the plot of a Hentai, and I should know since I read so many of them!' Despite all the logical reasons going through his head, Mineta couldn't bring himself to throw away the book and call it a joke. He wanted to hang onto the book, to see if it was real no matter how ridiculous the idea of a simple notebook being the Rulebook for the world. Eventually, Mineta let out a defeated sigh and brought out a pen. '_It won't hurt to give it a try.' _Opening the book to a blank page, Mineta wrote down his first rule. Something small and simple, perfect to test this book and see if it works without screwing over the world.

Old Rule: Women greet people by flashing their underwear. Whether they flash their bras or panties depends on their clothes and what's easier to reach. If they can't flash their underwear for whatever reason, women will resort to showing their breasts since not flashing is considered impolite.

The second Mineta was done, he felt stupid. There was no way this rule was going to affect the real world. But despite his regret, Mineta didn't cross out the rule or throw away the book. He still wanted to see if this was all real, and he had the perfect opportunity to check. Most of the girls in 1-A weren't in class yet, except Yaoyorozu behind him, but that was to be expected from the vice student council president. While Mineta could turn to her and try to get a response out of her, he felt too nervous and self-conscious to try. If the notebook didn't work and he acted like he was entitled to see her underwear, he'd get in serious trouble. It's better to wait for the other girls to see if it works.

A few minutes later, Mina Ashido bounces into the classroom. Before Mineta can start to worry about believing in the stupid notebook, Mina looks at the seat behind the purple imp and smiles.

"Morning, Yaomomo!" Then, to Mineta's mindblowing shock, she grabbed the edges of her skirt and lifted it, letting the class see her white and blue striped panties. Granted, there were only a few people in the class, but they were the over-achievers like Iida and Midoriya, who wouldn't take too kindly to Mina flashing them. However, neither of the boys said anything, only glancing at the pink girl out of curiosity before returning to whatever they were doing.

"Good morning, Mina," Yoayorozu replied. Mineta swung his head around and saw Yaoyorozu unbuttoning her shirt and exposing her lacey bra to the other girl. Once the "greeting" was over, Mina dropped her skirt, and Momo started buttoning up her shirt. Then, the rich girl glared at Mineta, who realized he was still staring. This situation wasn't new to him, but he needed to not draw attention to himself right now, given that he found out his new notebook was the real deal.

"Mineta," Momo began with **** politeness. "I've told you countless times it's rude to stare at a girl's underwear for too long. A few seconds for a polite greeting is fine, but after that, it starts to become sexual harassment." She spoke as if what she said was common knowledge like it was normal to have girls casually flash people. 'It worked!' Mineta screamed in his head. 'The notebook is real! Holy shit, it's real!'

"R-Right," Mineta mumbled, still in shock over what he just witnessed. "Sorry..." He turned back to his desk and the magic notebook on top of it. He was so entranced by the possibilities before him he didn't see the bewildered look Yaoyorozu was sending him. His attempts to not raise suspicion ended up raising suspicion as Mineta was rarely apologetic regarding his pervy antics. The small boy didn't care about that; he literally had the world in his hands and was practically salivating at what he could do.
