Opening up the notebook, Mineta's filthy mind buzzes with all the possibilities. He could literally make himself king of the world with his own harem! But as soon as the thought crossed his mind, Mineta lost interest. While that sounded good on paper, Mineta knew he'd quickly get bored with that lifestyle. As much as he wanted to get lucky with many girls, it'd be meaningless if he cheated his way to the "happy ending". Mineta enjoyed chasing girls; it's just that the results left a lot to be desired. It was like everyone saw whatever came as sexual harassment, not even giving him a chance or to look at things from his perspective. Some days, it felt like he couldn't even look at girls without them immediately calling him a creep. It'd be so much easier if everyone stopped overreacting when he tried going after one of the girls and if said girls would be more open-minded to his advances. Mineta grinned as he knew just what to write.

Old Rule: Perverts are seen as small-time annoyances. So long as their antics aren't trying to **** someone - which is classified as having sex without consent - people will just ignore perverted actions. Believing that they will stop eventually if they aren't given attention.

Old Rule: Women secretly enjoy being perved on. While they act as if they don't for the sake of appearances, they do get off on the attention given to them by perverted individuals and the humiliation it provides. Women enjoy perverted actions so much that they'll often help the pervert harassing them hide their actions from polite society.

Mineta grinned wickedly as his new rules for the world were set in the Rulebook. This would make it so much easier to hook up with hot girls, and even if they aren't interested in dating him, they'll be more than willing to let him do whatever he wants to them. Sure, Mineta could've made perverted action legal and accepted, but that was too easy. The fact that Mineta's antics were morally wrong was half the fun in doing it, there was no need to take away that rush so long as he wasn't going to jail for it. The diminutive boy was practically drooling at the possibilities. But he held himself back for the moment. Now wasn't the time to perv out since class was starting. Aizawa had walked in, so it was time for school to start.
