As much as Mineta wanted to start playing with the girls, he knew waiting until after school would be better. While he could get away with a lot more now, he doubted Mr. Aizawa would like him to ignore his lectures so he could perv on the girls.

That thought made Mineta realize something. Even with his rules, there were still many ways he could get in trouble. With all the villain attacks, UA is no doubt ramping up its security within the school. There's no way Mineta could dodge all the security, even if he knew about it. Opening the notebook, Mineta began writing rules that would cover his tracts in his future endeavors. While he was at it, he added a few more rules to ensure his Rulebook couldn't be used against him.

Old Rule: The Rulebook can only be used by its owner. If anyone other than the owner looks at the pages of the Rulebook, they will only see a blank page, school notes, doodles, etc. If a person finds the Rulebook without the owner in sight, they'll immediately feel the need to return the book to its owner by any means necessary.

Old Rule: The Rulebook's owner is chosen by the person who uses it first when it is ownerless. Once an owner has been established, it cannot be changed until the previous owner dies or decides to relinquish ownership.

Mineta was a little unsure about that last but decided there was no harm in putting in a way to pass on this Rulebook to someone else. He might grow bored of it one day. Maybe he'll find another lonely kid who needs it more than him; perhaps he'll have a child to whom he'll want to pass on his legacy and possessions. The future had endless possibilities, but one thing was sure: Mineta had no intention of living forever. That kind of lifestyle was meant for crazy people who didn't know what they'd lose from being immortal or martyrs who got their rocks off by being eternal guardians, sacrificing mortal pleasures for some higher calling. Mineta was just fine being his mortal self and wanted all the pleasures that came with it.

Old Rule: The owner of the Rulebook cannot be discovered by security systems. If and when the owner is doing something illegal or is in a place he shouldn't be, all systems and people will ignore the owner's presence. The owner can only be seen by others when he wants them to catch him, and only those people will see him.

Mineta nodded to himself as he finished writing. These new rules should keep him safe while he has fun. He sighed in relief, knowing he'd be safe while doing more illegal stuff, making him invisible when he needed to be. It also eased his nerves after his rule writing became more existential than he intended. This new world should be all about him having fun, not planning for after his ****.

Wanting to take his mind off the deep topics he unearthed, Mineta looked around the classroom to give him ideas of what to do next or to provide him with more rules to write down. His eyes land on the front desk in his row, which the Invisible Girl currently occupies. Toru was something of a shame in Mineta's eyes. Given how she filled out her uniform, Toru was clearly a pretty and stacked young lady, but he couldn't see it himself. Her hero costume, which consisted of being practically naked, was fun but also the ultimate tease since Mineta couldn't look at any of the goods. Mineta decided to change that and add a fun twist as well.

Old Rule: Toru Hagakure's quirk is called Invisibility. It allows her to turn invisible at will, but only her body. To sneak around, she has to strip naked to use her quirk fully. This has given her an exhibitionist kink that she has tried to hide.

Old Rule: The owner of the Rulebook can see anyone who is invisible through any means.

When Mineta finished writing, he glanced up at the front row. Sure enough, instead of a floating school uniform, a young lady with wild lime green hair was sitting in front of Bakugo. At that moment, she was turned slightly to talk silently with Ashido while Aizawa's back was turned as he wrote on the chalkboard. This let Mineta get a good look at her face, and he was happy to learn that Hagakure was not only stacked but very pretty, too. Mineta grinned in excitement. While he wasn't planning to ignore Hagakure in favor of the other girls, he was excited to technically have another buxom beauty to play with in his class.

Speaking of beauties, Mineta watched Hagakure and Ashido silently mouth each other in curiosity. He had no idea what they were trying to say since they couldn't talk without Aizawa catching them, but it was clear the two were close enough to understand each other without words or sounds. Mineta had noticed that the two girls were much closer to each other than the other girls in class. That wasn't surprising as they had similar tastes and personalities. He even overheard them flirting with each other from time to time. Not seriously, but enough to get the purple dwarf's mind racing with various perverted thoughts. While he knew that porn's depiction of girls wasn't accurate, he'd love nothing more than that to be true.

'But I can make it true!' Mineta thought with glee.

Old Rule: Women are open to sex with other women and treat it like a casual activity to do with friends and acquaintances. When girls are alone they will often partake in nudity, groping, kissing, sex, and any other sensual pleasure with each other and treat it like a casual game between friends. This happens between girls regardless of age, sexual orientation, or relation.

Mineta was practically vibrating in his seat at the thought of what this new rule could lead to. He glanced up at the girls, only to find that nothing changed. Toru and Ashido were still mouthing words to each other, and Mineta couldn't tell if the topic became raunchy after his writing. Their movements, with their mouths and slight hand gestures, were amicable and casual. Mina did blow Toru a kiss at some point, but she would've done that anyway. Mineta was a bit disappointed, but he should've seen this coming. He added that girls would only have casual sex with each other in private, so of course, they weren't going to get down and dirty in the classroom. Mineta had **** but to wait.
