Because of the common misconception that no one cares what happens to the lawless world outside of Seiretiei's gates, there's little that is done until these Hollows and experiments resurface, leaving you to wonder just why Yamamoto-soutaichou keeps the mad scientist around, knowing these things could be dangerous as they seek souls ripe with spirit power.

Your hand falls on the hilt of Senbonzakura. You'll have to cut through the man to get to the thing inside of him, but there's nothing that can be done about it. It's a small price to pay for the safety and peace of Soul Society and you have sworn to do all that is within your power to do such.

Zanpakutou unsheathed, you watch everything that it does and try to plan accordingly. If this thing was, indeed, something that 'escaped' from Kurotsuchi, you know that it's not restricted to possessing the souls of Soul Society. In every situation, gauging the enemy is the most important thing you can do.
