Who gets it?
Harry Potter
Harry found himself walking through the Hogwarts Library, inspecting the titles of the books he could see, still marveling at the fact that magic existed at all.
It was not even a month ago that he had thought himself a normal person, someone without any magic to speak of. Eighteen years living a life without magic, only for Hagrid to show up and throw his normal life out the window in the most spectacular fashion that Harry could think of. He still found himself snickering whenever he thought back to Dudley’s unfortunate piggy appendage.
But still, it was such a change of pace from what he thought the world was like that Harry was still reeling from all of the revelations and wonderful things he found himself seeing on a daily basis now that he was at Hogwarts. Sure, he was apparently some messiah-figure to the British magical community for surviving that Voldemort guy’s attempt on his life and that led to his social life being something of a write off for now, but being able to use magic more than made up for some solitude, in Harry’s opinion.
Just as he was tiring from walking through the shelves of novels and tomes, Harry’s finger brushed against a book that sent a jolt through him, setting his hair standing on end. Blinking back from his introspection, Harry found his finger on a leather-bound book with no title on the spine.
Curious, he pulled out the book to take a closer look. Turning it over in his hands, Harry still didn’t find any title, which he found exceptionally strange. Even the oldest of the books in the library had some indication as to what they contained inside.
Cracking open the book, Harry’s eyes were drawn to the words written on the inside cover of the book. He felt his eyebrows rise as he read, his incredulity and suspicion rising with each word he read.
“The world runs on rules. Schools and companies have their handbooks. Neighborhoods have their homeowners associations. Even countries have their laws. You spend all day following rules. Wouldn't it be nice if you could be the one writing the rules for once? Now you can. This is the Rulebook. Simply put the name of an organization and write your rules. Any rule you can think of will be followed by everyone in that organization.
You can write Old Rules and New Rules. People will treat Old Rules casually, like they've been around forever. The world will even change to accommodate Old Rules as you write them. On the other hand, New Rules only go into effect once you've written them down. People will still follow them, but they may express nervousness, embarrassment, excitement, or other emotions about them.
Oh, and One last tip: make sure you use a pencil. Wouldn't want you regretting your changes."
Scoffing at the nonsensical prose, Harry carried the supposed ‘Rulebook’ to a table, setting it down and pulling out a pencil. He didn’t exactly trust the quills the magicals were trying to foist on him, so he kept a stock of pencils ready. Deciding to test out this ‘Rulebook’, Harry wrote the most outlandish rule he could think of.
Organization: British Magical Society. Old Rule: All Magicals are Required to Be Completely Nude For a Period of One Month After Being Accepted into a Magical Academy.
Setting down his pencil, and flushing slightly at his somewhat juvenile rule, Harry sighed and closed the ‘Rulebook’, rubbing his eyes from under his glasses. ‘I must be more tired than I thought, if I really just wrote that down,’ Harry thought, amused.
Adjusting his glasses, Harry lifted his head from the ‘Rulebook’, prepared to leave the library and head back to his dorm to take a rest.
Only for his eyes to almost bug out of their sockets, seeing a trio of girls walk into the library, naked as the day that were born. Harry couldn’t stop himself from staring, his experience with girls being practically nonexistent so he was caught off-guard by the sudden exposed expanses of skin.
The girls walked down an aisle, leaving his view, and Harry slowly turned his gaze down to the Rulebook sitting on the table. The innocuous looking notebook sat there, innocently, completely at odds with the obscene power that it held within.
Several thoughts occurred to Harry at that moment. ‘What the fuck?!’, was perhaps the most prominent, quickly followed by ‘How the fuck?!’, and ‘Why the fuck?!’ Eventually, the torrent of his thoughts tapered off, and Harry opened the Rulebook back to the first page.
Quickly erasing the Rule he wrote, he stared at the paged blankly for only a moment before deciding to go all in on his idea.
Organization: Everything. New Rule: Only Harry James Potter is able to write in the Rulebook. Only Harry James Potter is able to notice that the Rulebook exists at all. Harry James Potter is always able to access the Rulebook, no matter what might stand in his way.
Closing the book, and packing up the few things he brought with him, Harry power-walked out of the library and made his way back to the Gryffindor first year dormitory. Given that it was still early afternoon, all of the other first years were out and about the castle, leaving Harry alone in the room.
Sitting down heavily on his bed, Harry pulled out the Rulebook and flipped to the first page once more. And finally, all of the possibilities hit him in earnest. His mind reeling from the power that Harry now held in his hands, he could barely think on what he should do with what he now held.
Then an idea sparked in his mind and, though mildly embarrassed, Harry wrote the Rule.
