No one knows why she was turned into a Matriarch, but she is now one of the most powerful beings in the Tower. When it comes to terms of physical strength, Chloe is the single strongest Matriarch because of her decision to research the abilities and potential a Matriarch can have. Beyond that, she's also someone who runs "Experiments" to see what Towerlings are the best, and what possible applications they might have.

We don't know what she looks for in handmaidens, or what she wants for a bride at the moment, and a lot of her motivations so far seem to be just about "Would it be interesting if I did this?" Her husband also went missing shortly after the Ascent, so we can't find out any more details about her past since most of it was buried when the Tower rose.
