Catherine Ash is a doctor who was trapped inside the Tower's zone of activity when the ascent happened, and during her time in a hospital in that zone she's been exposed to the Towerlings abilities and what they are capable off, and is one of the few people aware of infection and how it works as of the time of Kirie's Recon Mission. But considering the Roses are going to find out about infection sooner or later, she might make us have to reveal that information before she informs them of it. Her history is rather unknown, and we don't particularity care about it either, and a great deal of her personality is something will have to figure out in the long run, provided she manages to get out of the hospital.

I would say that Catherine is a poor candidate for "Creation" simply because there's little reason for her to be inside the Tower, as it stands. Even if she is a buxom, lesbian doctor.
