In case of a criminal and his victim, the criminal can be made the absolute of the victim using highly developed government technology, brain chips, shock collars, so on. This guarantees a way of retribution and solves a couple of legal philosophy matters. Even if punished severely the criminal always has had a choice, while the victim didn't. With the enslavement system this issue of human will and power is being resolved.
