Hogwarts is more like a college in this story, these two years are largely focused on teaching the risks and intricacies of magical oaths by having a system where people can challenge others to a "Wager". But in typical wizarding world fashion, it's not well thought out or implemented, anyone who sets foot within the wards of the school are able to participate in a Wager , And there are no rules of what is acceptable as either a
Wager or what the limits on the stakes are.
So you have a bunch of 18-20 year olds, encouraged to try and tick each other into unfavorable situations, and limited supervision. What could possibly go wrong?
