The statute of supremacy

"A most pressing problem is upon the wizarding world.

The muggle population continues to spiral out of control. First it was ten million and we did nothing. Then one hundred million and still we did not act. Now at the dawn of the millennium it's nearing almost three billion globally.

Witches and Wizards of the Wizengamot, you may be wondering how this could be a problem ? Muggle numbers are meaningless, I hear you murmuring. That they are ignorant of us and therefore harmless ? After all, a billion times zero is still zero. But I'm here to argue that while Muggles themselves are no threat to us directly, their very existence in such numbers is dangerous.

The mages of this great island have good reason to be arrogant, for it was we who spearheaded the development of modern Grand Magic. It was in this very building that our ancestors and our honoured immortal, cast the Statute of Supremacy; the first instance of human Grand Magic since the times of Merlin herself!

How could I stand here in these hallowed halls and claim that our empires crowning achievement is inadequate? Do I mean to propose that the Statute has failed or is defective ?

It was designed to separate the mundane and magical world for the betterment of both groups. Muggles were spared from the cold realities of the world cradled within the grand dream, leaving wizards free to grapple with the problems of the world in peace. To that end, it has undeniably succeeded. Both mages and muggles have never lived in such prosperous times.

Yet many dangers lurk on the horizon, unaddressed. Trapped within their grand illusion, Muggles have become hapless live stock to feed our potential enemies. Vampires, werewolves, giants and wyverns have all exploded in numbers along with their growing food source. Limbo overflows with souls, giving easy fuel to the vilest of necromancy. Large scale sacrificial Ritual that were once the stuff of legends have become a common blight upon the world, swallowing muggle cities whole.

There have even been whispers of billions of souls being enough to re-awaken the true dragon lords of old...

All of us here are in agreement that something must be done about these problems. That our inaction cannot persist.

Unlike some in this chamber I _disagree _that more must be done to suppress muggles. That we might need to cull them again, as we have in the past. I've heard some all for another Black to be created, with modern biomancy, a "Great Reset" some are calling it.

To put it bluntly these people are cowards, jumping at shadows. I say them these threats come! Our nation was forged in aversity and we strong because of it.

If our nation is unified and strong, then there is no doubt in my mind we will triumph.

Many nations are gripped with these same issues. And it's clean that Britain's far less focused policies, have only served to increase strife between those born of muggles and wizards.

A modern British solution is needed.
