This story takes place in the universe of Undercover Agent.
You don't know how you got your powers. The earliest point you can remember is when you woke up in a strange lab in the middle of nowhere. Faceless scientists taught you how to manipulate the flow of time around you, and would have you perform all kinds of tests while all kinds of medical apparatus was hooked to your body.
Needless to say, you weren't too keen on the idea. When you felt confident you had a handle on your powers, you escaped at the first opportunity. The frozen-in-time guards could hardly stop you, and soon you were a free man.
You begin to search for who could have done this to you, and after a long time you find mentions of a mysterious spy organization that could have more information about all of this.
You decide to pay their headquarters a visit.
