The sun catches the edge of your desk, glinting off the stacks of trade manifests and construction permits that have become your daily horizon. You lean back, rubbing your temples, and realize with a start that you haven't touched a kunai in weeks. Instead of acting as a diplomatic envoy from the Leaf, you’ve spent the day balancing the books for the Land of Waves.
The heavy oak door to your office swings open without a knock. Guren marches in, her eyes flashing with that familiar, crystalline sharpness. Behind her looms Harbor Master Daichi, a man whose silk robes are so fine they seem out of place against the salt-crusted wood of the pier. He is the wealthiest man in the village, and he knows it.
"He is refusing to release the shipment of medical supplies, Naruto-sama," Guren says, her voice tight with restrained fury. "He claims the 'berthing fees' have tripled overnight."
Daichi offers a greasy smile, bowing just shallowly enough to be legal. "The infrastructure is aging, Naruto-sama. If we want the Wave to prosper, those who use the deep-water slips must pay for the maintenance. It’s simply good business."
You look between them, the crystal user who wants to build and the merchant who wants to hoard. You realize that if you don't settle this, the village's growth will stall before the ink on the bridge’s dedication is dry. You pull a ledger from the side of your desk and slide it toward Daichi.
"Daichi, I've reviewed the harbor’s growth projections," you say, your voice calm but firm. "If you **** the medical supply lines, the workforce gets sick. If the workforce gets sick, the loading speed drops by 40%. You’ll lose more in labor delays in a week than you’ll gain in fees in a year."
You turn your gaze to Guren. "And Guren, we can’t just ignore the maintenance costs. Use your Jade Crystal Mirror technique to reinforce the primary pylons under the main pier. It will cut the repair costs by half for the next five years."
Daichi blinks, his calculated greed meeting your calculated logic. He sees the math doesn't favor his ego. Guren nods slowly, respecting the efficiency of the solution. As they leave, arguing more civilly about the logistics of the crystal reinforcement, you slump back into your chair.
A terrifying thought crosses your mind as you pick up the next stamp. You aren't just visiting anymore. You’re governing. Between the infrastructure planning and the dispute mediation, you aren't acting like a shinobi or a diplomat. At this rate, the people are going to make you the first official leader of the Land of Waves.
