What if Naruto was a harem?

In this universe, all characters are at least 18 years old and some of them are gender swapped.

Eighteen years ago, a vicious tailed beast known as the Nine Tails attacked the Shinobi village of Konohagakure.

Many Shinobi fought the beats but it killed all those standing before it.

The fourth Hokage saved the town by sealing the beast inside an infant boy at the cost of his own life.

That boy grew up to be Naruto Uzumaki, a prankster who was always causing trouble throughout Konohagakure. Despite claiming to be a talented Shinobi who would one day become Hokage, he could not perform even basic techniques like the Clone Technique. Without the ability to perform that technique, it meant he could not graduate from the Academy. He was approached by Mizuki.

"There's something I need to talk to you about." Mizuki said.

"Why am I the only one who can't do the Clone Technique?" Naruto asked.

"Iruka wants you to be strong with all her heart but that will never happen if she goes easy on you."

"But I really wanted to graduate."

"Then I guess, I have to tell you."

"Huh?"

"It's a secret but I'm gonna let you in on it. A secret scroll. It's called the Scroll of Seals. If you learn one of it's secret techniques, you'll be allowed to continue the ranks of the ninja and graduate."

Naruto stole the scroll and ran into the forest to learn a technique from it. After a while, Naruto was found by Iruka Umino.

"It's all over." she said.

"Got me already? Not bad, you're quick, sensei." Naruto said. "I only had time to learn one technique. Listen Iruka sensei, I'm gonna show you this amazing jutsu and you're gonna let me graduate, then everything will be okay. That's the way it works, right? Anyone who learns a jutsu from this scroll passes."

"Huh? Where'd you get that idea?"

"Mizuki sensei told me about it. Believe it. He told me where to find the scroll."

Mizuki arrived.

"Give me the scrolls." he said.

"Don't," Iruka said. "Mizuki lied. She just wants the scroll for herself."

"I'm not the one lying." Mizuki said. "Since the day you were born, Nine Tails has been sealed inside you. That is the reason everyone hates you so much. Iruka must hate you the most. The Nine Tails killed her parents, after all."

"I don't blame you for the beast's actions." Iruka said.
