Use Her As Bait

Calling her henchmen in Oya has the young woman bound, gagged and dragged away. The next day she had her street level underlings start spreading the news that Lady Justice had been defeated and was going to be publicly executed for all the underworld to see in a matter of days. Meanwhile she began setting up a trap at the location of the supposed execution.
