The Speech Begins
You stride out into the balcony. It overlooks a giant courtyard, filled with thousands of onlookers. You try to ignore the horrible stench of so many unwashed peasants gathered in one place. It is revolting- you wish they would wash themselves more often. Haven't they heard of perfume?
The crowd bursts into a loud commotion as your enter their view. It is a uncertain combination of yelling and cheering. You wait for them to quiet down, before mustering your voice.
"Today, I am issuing a new Royal Decree!" you project. "No longer shall crime and delinquency be tolerated in our lands!" Your voice carries out across the courtyard, powerful and regal.
"To this end, anyone caught committing an offense- no matter how small- shall be sentenced to a new type of punishment!"
"The person who commits a transgression, from this moment on, shall be-"
