Travis covered his tracks

With his ray power, Travis realised he had a near-unlimited opportunity to do good. With that in mind, Travis tried something crazy: he shot at the moon and typed in "hidden base+repositioning satellite connected to his phone in a secret app no third-party device or network can see."

After doing that, Travis saw the new app and clicked on it, seeing how he had control over a vast network of cameras, sensors, and most importantly, a control room allowing him to reposition his satellite to see and hear anything he liked. This, on its own, was amazing, but it wasn't what Travis wanted, because after he got this satellite, he commanded it to scrub all data from all satellites and cameras that might see or lead to his location, whether that be from recording his ray shooting at the moon or missing footage around the world pointing at a general area. Travis knew that what he was gonna do, bad or good, was gonna make him the next **** Note guy, meaning he needed to hide his tracks, hence why the description he wrote included a hidden base, giving it all sorts of advanced and basic methods of staying hidden.

Already, Travis had gained a lot of power and control with his ability, but he wasn't done; he wanted to ensure his satellite's orbit path and times didn't give him away or limit his access, so he shot the moon again and told it to set up mini satellites and reflective panels for his purposes, ensuring they were also hidden. Afterwards, Travis finally felt relief as he used the base's AI to fill in fake footage for the satellites before finally making his first decision.
