What do the border guards do?

"Tell you what, miss," the guard had a devilish idea, "We're not a very wealthy town, and don't have a lot of tourists. If you take your clothes off and pose for us, and let us use you for our tourist information photo, we'll let you go."

"What! That's not very appropriate..." Samantha demurred; not out of modesty - she was one of the most popular girls in school and had learned to value her body, not even having tan lines - but rather due to the nature of the request.

"Fine," the guard conceded, "how about you use your hat to cover your privates, then post like you're Aphrodite?"

"Hmmm, seems classical..." Samantha considered with glee and excitement. She kicked off her sandals, slipped off her dress and hat, and left them with the guards. Never wearing underwear even at home, Samantha felt free and posed for the photos. With the grace of the border guards, and her approval of the finished product, she redressed and went about her merry way.

The rest of her vacation went without incident, but the photo became a big part of Bosnia's tourism push, becoming famous all over the internet.
