Who Finds the Rulebook

Toga Himiko

Toga Himiko scurried through the broken door of the abandoned house. She didn't know whose home it used to be, but it was the closest thing Toga had to a home since she ran away from her parents. She crept over to the bedroom she'd been staying at and opened the nightstand where she'd been keeping her valuable possessions.

Inside was a couple of vials of blood she'd taken from cute boys and girls that she saw. What she didn't expect to see, sitting on top of them was a strange black notebook that Toga had never seen before. She picked it up and looked at it curiously. Himiko was glad that it was light out, as she was able to use the light from the windows to see just what was in this book. She saw the title, written in gold on the front.

The Rulebook

She flipped to the front page and found a strange description written inside.

The world runs on rules. Schools and companies have their handbooks. Neighborhoods have their homeowners associations. Even countries have their laws. You spend all day following rules. Wouldn't it be nice if you could be the one writing the rules for once? Now you can. This is the Rulebook. Simply put the name of an organization and write your rules. Any rule you can think of will be followed by everyone in that organization.

You can write Old Rules and New Rules. People will treat Old Rules casually, like they've been around forever. The world will even change to accommodate Old Rules as you write them. On the other hand, New Rules only go into effect once you've written them down. People will still follow them, but they may express nervousness, embarrassment, excitement, or other emotions about them.

Oh, and One last tip: make sure you use a pencil. Wouldn't want you regretting your changes.

Toga didn't know what to think about this book. The way it spoke about itself was like it was magic, that would explain why it showed up in her house, but why did it show up to her specifically? That was when she found one last shocking note at the bottom of the description page.

Toga nearly dropped the book when she read that. How did this book find her? Who wrote it? Why did the author choose her? She shook her head. She wasn't going to freak out about some magic book, especially since she had no proof that it was even real.
