The shopkeeper explains

The old man pinches the bridge of his nose and sighs. "Another tough customer I see. No matter Sirio never gives up on a sale!" The old man, Sirio? declares in third person. "No. Magic is not a gift as your kind would say, it's more...like a power that can be acquired."

"So...any one can use magic?" You ask hopefully.

"If you are ready to devote the next century of your life to the pursuits of the arcane then yes!" Sirio claps you on the shoulder encouragingly.

"C-C-Centuary!?" You exclaim and all of your hopes of becoming a badass wizard quickly to impress your classmates flew out the window.

"There are certain...shortcuts though, if you will." Sirio notes your forlorn expression and gestures around the room. "Magical artifacts can be wielded by anyone for instance."

Your eyes grow as you look at shelf upon shelf of the seemingly benign items surrounding you.
