Rupert Rattray was once a major square but after ingesting some magic mushrooms and marijuana in college, he had a major trip, and realized the universe was an unending cycle of life, **** and rebirth. He grazed against enlightenment, and gained vast, almost unlimited power. Of course, eventually he had to come down off his high and with the last few fleeting moments, he used his power to enhance his own schlong, as that was his own contribution to the cycle. Now, barely remembering his enlightened state, he does realize he has a magical penis, and if he shows it to people, they'll do stuff for him. This being the DC universe, he put on a costume and starts robbing banks.
