  1. Any woman that is at least eighteen years of age may be enslaved. A woman is considered enslaved when a collar is placed around her neck. An enslaved woman has no rights and a master or mistress may do as they wish with their property so long as they do not suffer permanent harm or death. Markings to identify slaves such as tattoos or branding are permitted so long as they are done following established safety protocols.
  2. No woman may be enslaved within city walls. Any man caught doing so will be fined in an amount to be set by the city's Senior Judge. Any woman caught doing so will be enslaved by the city and sold at auction.
  3. No slave may leave city walls without her master or mistress providing proper registration paperwork. Men who do not provide such paper work shall turn over the slave to the city guard and pay a fine to be set by the city's Senior Judge. Women who do not provide such paper work will be enslaved by the city and sold at auction.
  4. Once legally recognized as a slave, no slave can ever be freed. Any man attempting to free a slave shall be fined in an amount to be set by the city's Senior Judge. Any woman attempting to free a slave will be enslaved by the city and sold at auction.
  5. Theft of slaves (slave rustling) is a major offense. Men caught doing so will be marked as a slave rustler and exiled from the city and its sub-cities. Any woman caught doing so will be enslaved by the city and sold at auction.
