(Level 2) No matter what piece of tech, you immediately know and understand how they work and after messing around with something enough times can possibly recreate the piece of tech as they've built a blueprint in their mind and so long as they know how something works can remake it/make it new. (Level 3) Seemingly speak to tech as you now have an air of command around you that only works on technology as anything with circuits will obey what you say before anyone else. Should two people have this then it becomes a war of politicians for the technology as they don't know who to follow.
