Her scepter reaches to her head, which has a peacock feather crown on it, matching the peacock ornament at the top of her upheld scepter. Below the bottom of her toga is a placard reading, "Hera, Lady of Marriage, may fidelity fill our marriages." Thinking back to what you know of her husband Zeus, this has a strong hint of irony.
