She just can't do it

It wasn't right. Or safe, for that matter. She just couldn't do it.

Supressing a sigh, Anna decided instead to try something else; to fashion something out of toilet paper. She unfurled some of the roll in her cubicle, and after looking at the white material suddenly had an idea. The toilet roll looked so similar to the crotch of her panties...

She unrolled the toilet paper until it was about the length of her hand to her elbow, then tore it off. Holding one end of the paper, she reached up under the front of her skirt and tucked it into the waistband there. Then she reached behind with the other end and did the same with the rear. Secured by her waistband, the roll of paper reached from just beneath her belly button, down over her crotch, through her legs and up over her behind. She fixed her shirt so that it hid the loose ends poking out.

Within the cubicle she gave an experimental squat. Although the paper pulled taut, it seemed to hold and didn't tear. Satisfied, Anna stood and exited the cubicle. She wanted to see how it looked. She lifted the front of her skirt. Although her legs were bare right up to her hip, and she could feel that most of her ass was uncovered, the paper looked almost like underwear. Almost. But then, Anna figured, nobody was going to be getting a very close look at it any-

The other cubicle door opened. The girl who was inside stepped out, and her eyes immediately shot to the reflection in the mirror, of Anna exposing what was under her skirt.

"Oh my god!" she gasped. "Are you wearing toilet paper as underwear?"

Embarrassed, Anna quickly lowered her skirt. But that wasn't the worst part. The worst part was that she KNEW the girl!
