"Recently a rogue groups has been working on the Citadel. There are not Cerberus level yet, but I have been taking steps to ensure they do not reach it."

"Cerberus? We talking mercenaries and terrorism?"

"Not quite. Its unusual. The group seems interested in specific people and well humiliating them."

"They kidnap various women of all species. I dont know the details of what they have endured but some have been discovered. Naked, diapered, bondaged, and others. All were to shocked to discuss what they went through. I have sent others to investigate and I have lost contact."
