Even those protected in vaults were not immune to it as it altered and enhanced them. Changing the biology of those evolving in the wasteland and affecting the psyche of the people. The old world was already full of civilizations going through a sexual revolution change as war between two superpowers broke off into a sexual cultural war around and within the actual armed conflict going on. The release of the FBV into the freshly radiated world was just the final nail on the coffin to push this over the edge. It is a deadly wasteland out there, but more than that, it is one full of sex as much as violence if not more.
