New rule: Villains can reduce their sentence by willingly letting themselves be recorded while being fucked by a hero on costume, the heroes are free to use their quirks while they have sex with the villains but if the villains use their quirks without authorization their right to reduce their sentence through this method is nullified and their sentence is doubled, the sentence is reduced by a week each time they let themselves be fucked, this rule applies as long as their crime wasn't ****/attempted **** or any crime related to minors.

New rule: There is a government website that has these videos behind pay walls for each of them, half the money made from selling these videos is given to charities verified by the government and the other half is divided between the hero and the government.
