Rebellious city

Pikanally, home to the PikanVale Institute and also nicknamed 'the rebellious city' by the outsiders is a faction that isn't race based at all, rather its society is culture based - a culture of racial diversity and acceptance, all manner of races live among one another with relative harmony. There are sore spots historically between the different races of course, no more so than the human factions and the other racial factions, but the city has a strong stance of individualism and a no nonsense policy towards racial **** (although there are some outliers and exceptions, no doubt).

The rebellious city is a faction all of itself, it's a sprawling city with millions of occupants, but the faction only controls the one city and the land surrounding it, unlike other factions that stem its circle of influence across entire fields and rivers, towns and cities - Pikanally stands on its own as a lone wolf, powerful and self reliant.
